At present, the Ministry of Transport is carrying out the second batch of pilot applications for the construction of a strong transportation country, and has initiated the preparation of a comprehensive transportation development plan for the 14th Five Year Plan.

Pilot areas plan to achieve phased results in 1-2 years



The Outline of Building a Strong Transportation Country (hereinafter referred to as the "Outline") proposes to encourage localities and enterprises with conditions to take the lead in the construction of a strong transportation country. It is understood that in order to explore effective models and paths for building a strong transportation country, and mobilize the enthusiasm of all parties to participate in the construction of a strong transportation country, the Ministry of Transport has identified 13 regions in Hebei Xiong'an New Area, Liaoning Province, Jiangsu Province, Zhejiang Province, Shandong Province, Henan Province, Hubei Province, Hunan Province, Guangxi Zhuang Autonomous Region, Chongqing City, Guizhou Province, Xinjiang Uygur Autonomous Region, Shenzhen City as the first batch of pilot projects for building a strong transportation country, and is currently carrying out the application work for the second batch of pilot projects for building a strong transportation country.

 

 

 

Wei Dong, spokesperson for the Ministry of Transport and Director of the Legal Department, introduced that the pilot work of building a strong transportation country will focus on facilities, technology, management, and services, and will carry out 22 pilot tasks in different regions, themes, and batches.

 

 

 

Pilot provinces will take the lead in high-quality development of transportation infrastructure, integrated transportation hubs, intelligent transportation, technological development, modern market system construction of transportation, innovation of transportation system, green transportation, modern logistics, and other aspects.

 

 

 

According to the plan, each pilot province plans to achieve phased results in the pilot task within 1-2 years, and achieve relatively complete systematic results within 3-5 years. They will cultivate several pilot projects that have a leading and demonstrative role in the construction of a strong transportation country, form a batch of replicable and promotable advanced experiences and typical achievements, introduce a batch of policy plans, standards and specifications, further improve the institutional mechanism, cultivate a group of high-quality and professional transportation talents, and achieve breakthroughs in the pilot field of building a strong transportation country.

Wei Dong introduced that after the approval and issuance of the "Construction Outline" by the Central Committee of the Communist Party of China and the State Council, the Ministry of Transport attaches great importance to and actively deploys to accelerate the construction of a strong transportation country.

 

 

 

Wei Dong introduced that after the issuance of the "Construction Outline", the Ministry of Transport formulated a work plan for learning, understanding, promoting, and implementing the "Construction Outline", held a video conference to launch the pilot work of building a strong transportation country, and mobilized and deployed the entire industry to accelerate the construction of a strong transportation country. In addition to comprehensively organizing learning and understanding, and conducting extensive publicity and implementation, the Ministry of Transport has also issued supporting plans such as the Task Division Plan for the Construction of a Strong Transportation Country.

 

 

 

At present, the Ministry of Transport has launched the preparation of the National Comprehensive Vertical Transportation Network Planning Outline (2021-2050) and simultaneously launched the preparation of the Comprehensive Transportation Development Plan for the 14th Five Year Plan period; The Joint Development and Reform Commission, Ministry of Finance and other seven departments jointly issued the Guiding Opinions on Building world-class ports.

At the press conference, Xu Zhongping, spokesperson and deputy director of the Shenzhen Transportation Bureau, revealed that in order to solve the problems of "big city diseases" such as traffic congestion, Shenzhen will explore using economic leverage to reduce the intensity of car use.

 

 

 

"Shenzhen is a very young city, but its area is small, less than 2000 square kilometers. The construction land area is less than 1000 square kilometers, and 23 million people live here. 3.6 million cars travel here every day. Data shows that the density of motor vehicles in Shenzhen is relatively high globally per square kilometer of land." When answering a question, Xu Zhongping first introduced the current transportation situation and challenges faced by Shenzhen.

 

 

 

Xu Zhongping revealed that Shenzhen will explore transportation demand management policies with economic leverage as the main means to promote the tilt of road resources towards green transportation.

 

 

 

In the future, Shenzhen will build a public transportation service system with rail transit as the main body. At present, Shenzhen has built 8 urban tracks with an operating mileage of about 300 kilometers and a maximum daily passenger flow of over 6.5 million people, accounting for 60% of the 11 million daily public transportation trips.

 

 

 

Xu Zhongping stated that the integration of residential and business between Shenzhen, Dongguan, and Huizhou has become increasingly significant. In the future, it will build an urban agglomeration on the rail, achieving the development goal of 1-hour commuting and 2-hour accessibility to neighboring cities.
