On March 4, the Standing Committee of the Political Bureau of the CPC Central Committee held a meeting to study the key work of preventing and controlling the current COVID-19 and stabilizing economic and social operations. The meeting emphasized the importance of selecting investment projects, strengthening policy support for land, energy, and funding, accelerating the construction of major projects and infrastructure that have been clearly defined in national plans, and accelerating the progress of new infrastructure construction such as 5G networks and data centers.

This is the second time 5G has been mentioned in a series of recent epidemic prevention and control meetings, and the first mention of data center construction. Analysts point out that new infrastructure led by 5G is crucial for stabilizing investment and promoting industrial upgrading. The scale of 5G construction is expected to accelerate expansion, which is beneficial for the upstream infrastructure services of the industrial chain.

New infrastructure is expected to become an investment theme throughout the year.

What is "new infrastructure"?

According to the information released by CCTV, it covers the construction of 5G base stations, new energy vehicle charging piles, big data centers, artificial intelligence, industrial Internet, ultra-high voltage, intercity and urban rail transit, involving seven major fields and related industrial chains. At the same time, some opinions classify it as information network, transportation network and energy network, and 5G base station construction, big data center, artificial intelligence and industrial Internet are information networks; High speed rail, urban rail, and intercity rail serve as transportation networks; Ultra high voltage, new energy vehicle charging stations, and smart grids serve as energy grids.

Why is it called "new infrastructure"? This is actually quite different from traditional infrastructure or commonly known as "iron public foundation". "Tiegongji" mainly targets infrastructure and public facilities such as railways, highways, and rail transit. As a traditional infrastructure, "Iron Public Foundation" is more like a foundation to stabilize domestic economic development. In fact, if we look at the long-term rapid development of national technology and economy, new infrastructure is the focus of our efforts, which is more in line with the concept of "developing the country through science and technology".

The launch of new infrastructure this time, just like the "4 trillion" launched by countries in response to the financial crisis in 2008, is one of the reasons to resist the impact of the epidemic and economic slowdown.


  

  

Policies are gradually increasing, and all parties are optimistic about "picking the big beam"

On the news front, the Standing Committee of the Political Bureau of the Communist Party of China Central Committee held a meeting yesterday, pointing out the need to increase investment in public health services, emergency material support, and accelerate the construction progress of new infrastructure such as 5G networks and data centers. We should pay attention to mobilizing the enthusiasm of private investment.

The Ministry of Industry and Information Technology recently held a teleconference to accelerate the development of 5G and ensure the resumption of work and production in the information and communication industry. The meeting clearly stated the need to accelerate the commercialization of 5G and proposed to promote high-quality development of the information and communication industry from four aspects: strengthening overall coordination, accelerating construction progress, promoting integrated development, and enriching application scenarios.

Local governments are also actively responding. As of now, government work reports from 25 provinces and cities have mentioned new infrastructure, with 21 regions indicating efforts to promote 5G construction and layout. From the perspective of the project orientation of the issued special bonds, the proportion of new infrastructure such as electronic information Internet big data, new materials, new energy, bio pharmaceutical industrial park, and cold chain logistics has also increased significantly from 0.6% (12.9 billion yuan) in 2019 to 3.9% (28.2 billion yuan) in January and 14.8% (34.7 billion yuan) in February.

On February 25th, the Development and Reform Commission of Fujian Province issued a notice on the issuance of the list of key projects in the province for 2020, determining 1567 key projects in Fujian Province for 2020 with a total investment of 3.84 trillion yuan. Among them, there are 1257 ongoing projects with a total investment of 2.97 trillion yuan and an annual planned investment of 500.5 billion yuan; 310 preparatory projects with an investment of 0.87 trillion yuan.

On February 23, at the 15th press conference on the prevention and control of COVID-19 in Yunnan Province, Guo Jinhua, director of the fixed assets investment Department of the Development and Reform Commission of Yunnan Province, said that in 2020, Yunnan will launch 525 key projects with a total investment of about 5 trillion yuan, and plans to complete an investment of more than 440 billion yuan in 2020.

  

On February 20th, Henan Province released 980 key construction projects for 2020, with a total investment of 3.3 trillion yuan. The planned investment for 2020 is 837.2 billion yuan, covering six major areas: industrial transformation and development, innovation driven, infrastructure, new urbanization, ecological protection, people's livelihood, and social undertakings.


  

  

Before the Spring Festival, provinces such as Sichuan, Chongqing, Shaanxi, and Hebei had already released investment plans for key projects for this year. In 2020, there were 700 key projects in Sichuan Province, with a planned total investment of approximately 4.4 trillion yuan and an estimated annual investment of over 600 billion yuan; There are 1136 major projects in Chongqing, with a total investment of 2.6 trillion yuan. The annual plan is to complete an investment of 347.6 billion yuan; 600 key projects in Shaanxi Province, with a total investment of 3.38 trillion yuan and an annual investment of 501.4 billion yuan; There are 536 key projects in Hebei Province, with a total investment of 1.88 trillion yuan and an annual planned investment of 240.2 billion yuan.

In addition, other provinces across the country have also released a list of key projects, but have not disclosed the total investment amount, and there are still some provinces whose specific data is not detailed enough.

For example, a person in charge of the Zhejiang Provincial Development and Reform Commission stated in a media interview that in order to deepen the implementation of the integrated development strategy of the Yangtze River Delta and support the implementation of major landmark projects, Zhejiang will focus on promoting the construction of more than 200 major projects in the future, with a total investment of over 2 trillion yuan. The planned investment for 2020 is about 300 billion yuan.

  

This capital construction project is amazing. We should know that in 2019, domestic investment shrank significantly year on year. According to the data from the National Bureau of Statistics, the total domestic fixed assets investment in 2019 was 55 trillion yuan, while in 2018 the total investment was 63.6 trillion yuan. And the country attaches great importance to this infrastructure investment. The total GDP of China in 2019 was 99.1 trillion yuan, and this investment accounts for 34% of the total.

The R&D team of Berpais Steel Fiber stated that after the epidemic, various fields will vigorously develop site construction as the economy recovers. Each site is facing project delays, and the economic benefits of the site cannot be achieved as scheduled. The use of steel fibers can significantly improve construction efficiency and quickly catch up with subsequent construction schedules. The use of steel fibers in related building floors such as cold storage floors, logistics floors, and storage floors can not only catch up with delayed construction periods without increasing costs. Based on data analysis of past domestic and foreign engineering cases, the conclusion drawn is that the use of steel fibers can shorten the floor construction cycle in the original construction organization design by one-third, and the total cost of the floor can be saved by 10-20% on the original basis.

  

  

Why can steel fibers improve construction efficiency?

During the construction of reinforced concrete flooring, it is necessary to first transport the steel bars to convenient locations such as the construction area or adjacent areas for storage. Secondly, during the construction of the section, a large amount of manual binding of the steel bars is required. After the steel mesh in the area is tied, due to the restrictions on vehicles caused by the steel mesh in the construction area, concrete pouring needs to be carried out by pumping. After pouring concrete, timely vibration and leveling should be carried out, and the work of wiping and polishing should be completed within the specified time. The most time-consuming process is generally steel bar binding and concrete pumping. In addition, steel bars are usually stored in warehouses or sheds with tarpaulins on site, and construction is terminated during construction or due to weather conditions. In this case, the steel bars will quickly be corroded by water vapor and oxygen in the air;

  

Compared to the construction of reinforced concrete flooring, the construction of steel fiber reinforced concrete flooring has independent packaging that is moisture-proof and vapor proof, ensuring that the steel fiber has good performance before use.
